Have you rebooted your computer? There were some Windows updates which can cause this problem.
Also check the Firewall Guide.
Do you run all your poker software including PT3 as Administrator:

I use the XP pack3 and already I disactivated firewall and nothing

I do not obtain to have access as administrator therefore the password does not beat, to put my account has privolegios as admistrador

Run as administrator only applies to Vista.
Please schedule a remote assistance session where someone can logon to your computer with you and directly troubleshoot/resolve the issue.
