I'm not 100% sure how Windows 2000 handles privileges, but go the the Control Panel and see if you have a User Accounts icon or something similar to that. Make sure that you user has administrator privileges.

What file exactly are you having the trouble with? The PostgreSQL install files that are in the ZIP file?
Using Windows Explorer, can't you click on that file and see the contents of it...even without installing WinZIP? I know with XP and Vista you can see the contents of a ZIP file and can even make ZIP files without having WinZIP.
