101 - SQLSTATE = 08001
could not connect to server: connection refused....
I get this error message every time I run PT2 now, I believe it started just after I installed some Vista-updates yesterday (or that might just be a coincidence).

This means the PostgreSQL Service isn't running.
Go to the c:\program files\postgresql\8.2\data folder. Is there a file called postmaster.pid there? If so, delete it and restart the computer and try it again.
